With a little over 10% of funds under the Prime Minister’s Development Initiative for North East Region (PM-DevINE) sanctioned so far, the Ministry of Development of North Eastern Region (DoNER) convened a meeting with Chief Ministers of States in the region, asking for “feasible concept notes”.

More details on news:

  • The meeting comes in the wake of a review by the Prime Ministers Office (PMO) where it was found that the scheme was yet to take off despite adequate funds.
  • Out of ₹561 crore allocated to Manipur under the DevINE scheme, DPR has only been approved for projects worth ₹175.04 crore. No money has been spent so far and concept notes for projects worth ₹214.31 crore were yet to be submitted.
  •  DoNER Ministry informed the Rajya that the total approved outlay for PM-DevINE scheme for the period 2022-23 to 2025-26 is ₹6,600 crore.
  •  It said that nine projects worth ₹855.85 crore had been approved so far.

Concept note

  •  A concept note is a condensed form of a project proposal that needs to contain a synopsis of the project's goal or goals, objectives, and general strategy or approaches to be used in order to accomplish the stated goals and objectives.
  •  It needs to show the general layout or structure of the development project for which funding is being requested.

About Prime Minister’s Development Initiative for North Eastern Region (PM-DevINE)

  • The Scheme is a Central Sector Scheme with 100% Central funding and it is implemented by Ministry of Development of North Eastern Region (DoNER).
  • The approval of the Cabinet was accorded for the PM-DevINE scheme on 12 October,2022. 
  •  The scheme has an outlay of Rs.6,600 crore for the 4 year period from 2022-23 to 2025-26 (remaining years of the 15th Finance Commission period).

Objectives of the scheme

  •  PM-DevINE Scheme  PM-DevINE is aimed at rapid and holistic development of the North- East Region by funding infrastructure and social development projects, based on felt needs of the States.
  • It will strive to fill the gaps in various sectors and will not be a substitute for existing Central and State Schemes. The objectives of PM-DevINE are:
    • To Fund infrastructure convergently, in the spirit of PM GatiShakti
    • To Support social development projects based on felt needs of the North East
    • To Enable livelihood activities for youth and women
    • To Fill the development gaps in various sectors

PM Gati Shakti

  • PM Gati Shakti National Master Plan was launched in 2021 for providing multimodal connectivity infrastructure to various economic zones.
  •  Objectice
    • It aims to create Next Generation Infrastructure by learning from the past.
    • It will incorporate the infrastructure schemes of various Ministries and State Governments like Bharatmala, Sagarmala, inland waterways, dry/land ports, UDAN.
    • Economic Zones like textile clusters, pharmaceutical clusters, defence corridors, electronic parks, industrial corridors, fishing clusters, agri zones etc. will be covered to improve connectivity & make Indian businesses more competitive.
