The trainee IPS officers gone through a very tough scheduled training and it is termed as the most dynamic and arduous in India as the officers of this branch of the All India Services have to lead the civilian police forces as well as the central armed police forces in all the Indian States and Union Territories.
The officers of the All India Services are appointed through a very rigorous and cut throat competitive Civil Services Examination. It is conducted every year by the Union Public Service Commission. All selected officer trainees are equal as they attend the four-month duration foundation course at the Lal Bahadur Shastri National Academy of Administration (LBSNAA).
The LBSNAA Academy focuses not only on the All India Services capacity building or institutional strengthening but also on the inter-services camaraderie and cooperation.
The foundation Course is intended for the new recruits to the All India Services and the Central Services Group A. It imparts the newly recruited officer trainees with requisite skills, knowledge and attitude to bear responsibility as public servants.
The Department of Personnel and Training through its attached office, ‘Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie conducts 15 weeks Common Foundation Course for All India Service Officers and other Group ‘A’ Officers recruited through Civil Services Examination conducted by the UPSC. The Foundation Course focuses on orientation of Officer Trainees to the administrative, social, economic and political environment of the country, generate awareness of the challenges and opportunities within the Civil Services and foster greater coordination among the members of different Civil Services by building ‘esprit de corps’. It also includes a wide array of co-curricular activities such as trek, village visit, athletics meet.
After completion of the Foundation Course, a 22 weeks Phase – I Professional Training, 6 weeks Phase – II Training and 53 weeks District Training is conducted for Indian Administrative Service (IAS) Officers by LBSNAA. Similarly, other Cadre Controlling Authorities conduct professional training programmes for their Officers through their respective Training Institutes.
Expenditure incurred by the Lal Bahadur Shastri National Academy of Administration, Mussoorie for the Common Foundation Course & All India Service Officers and other Group ‘A’ Officers from the past years’ costs in crores each year to the tax payer’s money.
The main objectives of the foundation course are:
- All-round development of the personality of an officer trainee that is intellectual, moral, physical and aesthetic.
- To foster the spirit of cooperation and coordination among various public services.
The effectiveness of this training is ensured through feedback from participants of various training courses (i.e. the Foundation Course, Phase I & Phase II) as well as the evaluation through examination.
After the foundation phase, the officers of the Indian Administrative Service continue their professional training at the academy, while officers of other services proceed to their respective staff colleges such as

Sardar Vallabhbhai Patel National Police Academy (SVPNPA) is tasked with transforming young IPS officer trainees into professional police officers. Sardar Vallabhbhai Patel National Police Academy, SVPNPA), Hyderabad is the Indian national institute for training of the Indian Police Service (IPS) officers. This is the premier police training institution in the country for the officers of the Police Service. So that, the officers can be placed on the responsible positions throughout India and abroad. After the training in the SVPNPA the OTs are sent to send respective state cadres to carry out their duties.
