Why in the news?

More than 3 lakh women received training through the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) program in 2021–2022, according to a recent report from the Ministry of Education to the Lok Sabha.

What do we need to know about the Pradhan Mantri Kaushal Vikas Yojana?

  • The National Skill Development Corporation (NSDC), on behalf of the new Ministry of Skill Development and Entrepreneurship, will implement this program as its flagship initiative for youth skill training. The scheme will cover 10 million young people during the period 2016 -2020.
  • The government will cover all training and assessment costs under this program.
  • The National Skill Qualification Framework (NSQF) and standards set by the industry would serve as the foundation for skill training.
  • Pradhan Mantri Kaushal Vikas Yojana was implemented in the year 2015 by the Indian government. 
  • The main aim of this program was to provide vocational training and certification for Indian youth to earn better money with dignity. 
  • National Skills Development Corporation implemented PMKVY under the ministry of MSDE (Ministry of Skill Development and Entrepreneurship). 

What are the key components of the Pradhan Mantri Kaushal Vikas Yojana?

  1. Short Term Training
    The candidates of Indian nationality who have either dropped out of school or college or are unemployed are anticipated to benefit from the short-term training provided at PMKVY Training Centers (TCs). In addition to offering training in accordance with the National Skills Qualification Framework (NSQF), TCs must also teach soft skills, entrepreneurship, financial literacy, and digital literacy. The training can take anywhere between 150 and 300 hours, depending on the job role. Training Partners (TPs) will assist candidates with finding employment after they pass their assessment. The government covers all training and evaluation costs under PMKVY. Payments must be made to TPs in accordance with the Common Norms. Trainings provided as part of the Short Term Training component of the Scheme must be at NSQF Level 5 or lower.
  2. Recognition of Prior Learning
    The Recognition of Prior Learning (RPL) component of the Scheme requires that people who have prior learning experience or skills be evaluated and certified. RPL seeks to harmonize the NSQF with the competencies of the nation's unregulated workforce. The implementation of RPL projects in any of the three project types—RPL Camps, RPL at Employers' Premises, and RPL Centers—shall be encouraged by Project Implementing Agencies (PIAs), such as Sector Skill Councils (SSCs) or any other organizations designated by MSDE/NSDC. PIAs may provide bridge courses to RPL candidates in order to fill in knowledge gaps.
  3. Special Projects
    The Special Projects sub-component of PMKVY envisions the development of a platform that will enable trainings in specialized locations and/or facilities of governmental, corporate, or industry bodies, as well as training for specialized job roles not covered by the National Occupational Standards (NOSs) or Qualification Packs (QPs) currently in use. Special Projects are initiatives that call for some deviance from PMKVY's rules and regulations for short-term training for any stakeholder. Government institutions of the Central and State Government(s), autonomous bodies, statutorily mandated bodies, or any other comparable organization or business that wishes to offer training to applicants may be considered a proposing stakeholder.
  4. Kaushal and Rozgar Mela
    Participation in society and the community is crucial to PMKVY's success. The community's active involvement ensures accountability and transparency and aids in utilizing the collective knowledge of the community for improved functioning. As a result, PMKVY places a high value on the target beneficiaries' participation in a formalized mobilization process. Every six months, TPs are required to host Kaushal and Rozgar Melas with press and media coverage. They must also actively take part in National Career Service Melas and on-the-ground activities. 
  5. Placement Guidelines
    The skilled workforce that PMKVY develops will have the aptitude, aspirations, and knowledge to match market demands and employment opportunities. In light of this, the PMKVY TCs must make every effort to offer candidates who have completed training and certification requirements under the Scheme placement opportunities. Additionally, TPs must support the growth of small businesses. 
  6. Monitoring Guidelines
    In order to guarantee that PMKVY TCs uphold high standards of quality, NSDC and empaneled Inspection Agencies shall employ a variety of methodologies, including self-audit reporting, call validations, surprise visits, and monitoring through the Skills Development Management System (SDMS). These methodologies shall be enhanced with the engagement of the latest technologies.
